Summary:
Everybody knows that the underbelly of the city are the ones that call the shots. From the police to the mayor himself, everybody is in somebodies pocket. And when those who rule from the shadows have not only the money but strength to keep everyone in an iron fist, there's none who would try to disrupt the status quo.
That is, until a certain attack dog of Eclipse takes the wrong job.
